加强执政能力建设,是我们党执政后始终面临和不断探索的一个重大课题,也是十六大提出的一项战略任务。十六届四中全会作出的《中共中央关于加强党的执政能力建设的决定》,强化了我们党的执政理念,实现了党的领导方式和执政方式的创新,并以加强党的执政能力建设为重点,实现了党的执政制度创新,从而进一步深化和发展了工人阶级政党的执政思想。

Strengthening the construction of governing ability has been one great issue the Party faces throughout and explores continuosely. The Central Committee of Chinese Communist Party's Decisions of Improving Governing Capability, made in the Forth Plenary Session of the 16th Central Committee of the Chinese Communist Party, has intensified the Party's governing idea, innovated the leading and governing ways and, with strengthening the construction of the Party's governing ability as the focus, realized the innovation of the Party's governing system, then further deepened and developed the governing thought of the working class party.
