抓住契机,深化特殊地区国有林区林权制度改革——关于解决内蒙古大杨树林业局森林资源管护难题的思考

党的十六届五中全会提出了建设社会主义新农村的目标和任务。这既为我国林业的发展指明了方向,同时,也为深化林权制度改革,解决重点国有林区多年来存在的林农、林牧矛盾和造林容易保护难问题提供了政策上的依据。内蒙古大杨树林业局地处林农交错地区,林农、林牧争地的矛盾一直是个突出的问题,要结合新农村建设,深化林权制度改革,彻底解决多年来存在的林农、林牧矛盾和造林容易保护难等问题。

the construction of socialist new countryside was proposed in the Fifth Plenum of 16th CPC Central Committee, which not only give the direction for our forestry development, but also offer the basis of policy for deepening the reformation of forest ownership, and solving the contradictions between forestry and agriculture, forestry and animal husbandry, Seize Opportunity and Deepen the Reformation of Forest and the problem of easy afforestation but hard protection.,which have existed in national forest area for many years. Dayangshu Forestry Bureau locates interlaced place of forestry and agriculture, where scrambling for land is the key contradiction between forestry and agriculture, and forestry and animal husbandry. Thus, the construction of new countryside and the reformation of forest ownership system should be combined to solve this contradiction and the problem thoroughly.
