新农村视阈下的乡镇公共服务型机构的强化

On Intensification of Village and Township Public Service Institution under the New Visual Field of Countryside

建设社会主义新农村,不仅需要深化经济体制改革,而且要进行政治体制改革。其中,乡镇机构改革是新农村建设的必须要求和应有之义。新形势下,我国乡镇机构存在的主要问题是公共服务职能的严重缺失。因此,当前乡镇机构改革的重点是,彻底改变伴生于传统计划经济体制的乡镇政府机构,设置合理高效的公共服务型机构,并强化其公共服务职能,以便更好地服务于乡村社会和新农村建设。

In order to build socialist new rural area, not only economic restructuring needs deepening, but political restructuring also needs conducting. In them, the reform of village and township institution is the inevitable require for new countryside's construction. In the new situation, the key problem existing in village and township institution is the serious shortage of public service. Therefore, the current emphasis of reform is to transform village and township government apparatus thoroughly, which emerged with traditional planned economy system, and establish proper and efficient public service institution and strengthen its service function, so as to provide better service for rural society and new countryside's construction.
