三峡库区“海事巡航与救助一体化”存在的问题及对策

The Problems and Countermeasures of "Marine cruising and rescue integration" in Three Gorges Reservoir Area

对长江沿线"海事巡航与救助一体化"模式进行了描述。三峡库区蓄水后通航环境发生巨大变化,水上交通安全面临新的挑战,而现有的巡航救助模式不能适应形势,指出存在的问题,并针对性的提出对策。文中对主管机关在三峡库区的巡航救助模式建设上有参考意义,对其它湖区、库区也有借鉴意义。

Describing the ＂Marine cruising and rescue integration＂ model of the Yangtze River. Navigation environment has changed after the Three Gorges reservoir area watered , water safety is facing new challenges, and the existing cruise rescue mode can not adapt to the situation, pointed out that the problems, proposed the countermeasures. This thesis has reference value for the competent authority at the Three Gorges reservoir area on the building of cruise relief model , there is also has reference in other lakes and reservoir area.
