现代公共艺术的缘起于20世纪30年代的美国。在我国,公共艺术概念是伴随着经济、政治、文化的发展及全民文化素质的提高、文化艺术的普及而产生的。其演进经历了当代的工业化、城市化、世俗化、民主化、多元化、商业化等过程。公共艺术的发展是城市文化和市民人格素养的具体体现及形象化的标志。

The modern public art originated from 1930s in America.In China,the concept of public art came into being with the development of economy,politics and culture,improvement of people′culture quality and popularization of culture and art.Its evolvement has experienced such process as modern industrialization,urbanization,customization,decomocratization and commecialization.The development of public art is the embodiment and visual symbol of city culture and personality quality of citizens.
