This paper mainly stresses the development and innovations of urban people′s lowest life safeguard system in China, describes the producing process, achievements and experiences of it and its significance to socialist economy construction, and then, put forward ideas on how to make an innovation on both working style and implemental methods of this system, in order to solve the problem about lower income people′ farewell.
