摘要
通过对行政机关和企业组织文化的本质特征与建设现状的比较研究,发现在这两方面均存在较大差异。在本质特征方面,行政机关组织文化具有政治性、强调共性建设和稳定性等特征,而企业组织文化具有经济性、强调个性化和动态性以及受领导者影响较大等特征。在建设现状方面,行政机关对组织文化建设的认识、先进价值理念的贯彻、组织文化的传播途径等方面与企业存在较大差距,而企业组织文化缺乏规范性。建议行政机关加强领导对组织文化建设的重要性认识,贯彻先进的价值理念,培养具有"企业家精神"的公共企业家,从而落实组织文化建设;而企业应加强社会责任感培养,进一步规范企业文化建设,形成稳定可传承的制度。
Though the contrast research on essential characteristics and constructional status between administrative departments and enterprises, this paper finds that there are apparent differences of organizational culture between them. In the view of essential characteristics, organizational culture in administrative departments is more political, stable and more emphasis on general construction, while enterprise culture is more mercantile, characteristicalized and more influenced by the leaders. In the view of constructional status, administrative departments show distinct distance in comprehension of cultural construction and advanced value contrasted with enterprises. So, in order to improve the organizational culture construction, administrative department should strengthen the leader' s attention on the importance of organization culture construction, and cultivate the advanced value and the public entrepreneur with "entrepreneurship". At the same time, enterprises should enhance the social responsibility and regularize the enterprises culture construction to form inheritable system.
