公安机关作为维护稳定的主力军,积极预防、妥善处置群体性事件,责无旁贷。但是,群体性事件所包含的内容十分广泛,其性质、表现形式、社会危害性都不尽相同,需要采取的措施也不一样。就公安机关的职责权限而言,重点是积极预防、妥善处置群体性事性。

To handle appropriately group event is an inescapable duty of public security organs. As a result of the wide content and different characters, manifestations and social harms, different measures should be taken. As far as the power limit of public security organs is concerned, what's important is to prevent actively and handle appropriately public security group event.
