党的十六大提出全面建设小康的奋斗目标,我们的经济水平有多大差距?不同地区情况不一样。该文用“小中取小”的方法确定最大差距区域,并得到不同层面面临着不同挑战的结论。文章提出了全面建设小康的基础是有效率的生产方式、全面建设小康的关键是公平的收入分配的观点,并就解决效率及公平的策略提出建议。

How far away is our current economic level from the overall well off society put forward by the 16th meeting of the CPC? The answer of different region may be different since they are at different economic development stage. This paper using the method of 'taking the little in little' identifying the largest distance region, getting a result of that different layer confronts different challenge. The paper proposes the base and the key of constructing an overall well off society is effective production and fair distribution of national income.
