十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》,提出了加强党的执政能力建设的许多新思想、新观点和新举措,创新和发展了马克思主义党建理论。这些新思想、新观点和新举措,涉及改革发展稳定、内政外交国防、治党治国治军,拓展和深化了党的建设新的伟大工程,是党的建设史上新的里程碑。

'The Decision on Strengthening the Construction of the Party's Ability of Being in Power by the Central Committee of the CPC', passed by Fourth Plenary Session of the Sixteenth Central Committee of the CPC, has proposed a lot of new ideas, views and measures about strengthening the construction of the Party's ability of being in power, thus making innovations and developing Marxist Party's construction. These new ideas, views and measures involve such aspects as the following: 1) reform, development and stability; 2) internal affairs, diplomacy and national defense; 3) governance of the Party, the State and the Army.
