This article studies the substance and intension of “Flexible Credit System” and “PE Optional Course System”,explores the prospecting significance of the innovation of the PE teaching administration system and the administrative frame of “PE Optional Course System” in the flexible educational system and stresses on the reform of the teaching materials for the program“Standardizing the Competitive Items by Textbooks” in the process of PE course reform.
