中国政府已经下决心依靠法治重构政府与市场、社会的关系,《行政许可法》本身的目的,是对政府本身权力的极大限制,它真正体现了法治的精神:法律本身最根本的功用是限制权力而非限制自由,但这一关键性的观念。
China's government has determined to rule by rule, and to reshape the relationships between government and market and the communities. The issue of Administrative License law is aiming to limit the government's powers. And the law itself reflects the spirit of nomocracy. However this vital notion is not accepted by the rulers as well as the civilians
