提高农民素质是全面建设小康社会的迫切要求

Improving the competence of farmers and the urgent need for building an overall wealthy society

改革开放二十多年来,我国农业和农村经济取得了令世人瞩目的巨大成就,但"三农"问题仍没有实现满意的解决。依然是我国经济发展和社会进步的根本问题。造成"三农"问题的因素很多,其中人是生产力中最活跃的因素。我国农民科技文化素质不高,低水平的人力资源严重制约了农村经济的进一步发展。因此,要实现全面建设小康社会的宏伟目标,就必须解决"三农"问题,而解决"三农"问题的关键是大力发展农村各项教育,提高农民素质,实现人力资源向人力资本的转变。

Thanks to the 20—plus yeas' reform and opening—up,China has scored great achievements in the development of agriculture and rural economy.Agriculture still,is far from an unmitigated problem and it remains a basic problem that holds back the development of economy and social progress.There are a lot of factors that reflect agricultural problems.Human is the most active and decisive factor in the pro- ductive force.Due to the low level of farmers'science,technology and culture competence,rural human re- source remains at a low level,and this restricts further development of rural economy.So in order to a- chieve the grand goal of building an overall wealth society,agricultural problem must be solved.The key to the problem is to exert greater efforts in developing rural education at all levels,thus to improve the competence of farmers and promise the transfer from human resource to human capital.
