高油价对我国经济发展的影响及应对措施

Effect of High Oil Price on Economic Development of China and Our Countermeasures

在回顾今年1～9月国内外油价走势的基础上,对影响油价的主要因素进行了透视,就高油价对我国经济发展的影响进行了分析,提出了具体的应对措施:一是加强经济结构调整,全力推进传统产业的改造和升级;二是强化节油,完善节能法律法规,加强节油监管,强化全民节能意识;三是加大油气勘探开发力度,鼓励和促进合理高效的商业勘探开发,形成公益性勘探与商业勘探的良性循环;四是加大开发利用境外油气资源的力度,逐步建立国内与境外两个相互补充的能源生产供应体系;五是加紧建立国家能源安全战略体系,尤其要加快国家石油储备体系建设步伐,以减缓国际原油价格剧烈波动对国民经济发展的影响;六是加快国内石油上下游市场主体多元化建设步伐,实现供应渠道多元化,增强竞争,完善市场,保障供需平衡。

Basing on the oil price trend in the first nine months of this year,according to study on the main factors affecting oil price,effect of high oil price on domestic economic development are presented.Related countermeasures are put forward.Firstly, strengthen economic structure adjustment and promote traditional industries transforming and upgrading.Secondly,improve oil- combustion efficiency,perfect energy-saving regulations and for- mulate strict oil-saving standard.Thirdly,strengthen oil and gas exploration and promoting rational business exploration and devel- opment.In addition,improving overseas exploration,establishing national energy strategic system,seek multi oil supply source,es- tablish rules and regulations on anti-violence and anti-monopoly protecting consumers' legal rights.
