健全油气管道及设施保护法律体系——写在四川省人大启动石油天然气管道设施保护立法工作之际

我国石油天然气管道建设和运营安全状况堪忧,管道安全体系建设形势严峻。在对我国现行《石油天然气管道保护条例》及其配套规范体系进行分析后,提出了确保资源安全、理顺管道安全管理体系、逐步实施油气管道完整性管理以及建立管道应急预案等监管、立法的改进意见,并就油气管道保护地方立法、建立法律保障体系提出了建议。
