An Analysis of the Problem and Countermeasures of Land Requisition System

任何一种制度和包括旨在改变这种制度的新的制度安排或设计本身都会带来一系列的新问题,土地征用也不例外。土地增值收益分配有问题,其本身又会产生利益协调的问题;土地需求-供给有问题,其本身又会产生土地可持续发展的问题;公共产品与私人产品各自的特点决定了他们之间会有利益冲突问题;不同土地资源甚至是同一种土地资源之间也存在公平与效率问题。因此,就产生了一系列土地征用中在解决相关问题上的具体对策安排。

Any system including new countermeasures or designs aimed at changing this system will bring about a series of new problems. Land requisition is no exception. For example, problems in land increment income distribution generate difficulties in interests coordination; imbalance in land demand and supply brings about barriers to sustainable development of land; differences between public and private goods result in the interests conflict between them; fairness and efficiency cannot be guaranteed between identical land resources, not to mention different ones. Therefore, corresponding system arrangements are demanded to resolve various problems in land requisition.
