摘要
实施油气资源"走出去"战略,需要优选海外的勘探开发目标区域,分区域、有重点地推进;需要优选长期稳定的合作伙伴,构筑安全的油气输送通道。实施步骤上分两个层次(阶段)来考虑:第一层次侧重于石油的物质性,即加快"走出去"步伐,不断巩固和扩大境外油气勘探开发成果,争取用15~20年时间,在海外形成几个具有一定规模的石油生产供应基地;第二层次侧重于石油的资本属性和市场属性,争取在2010~2020年,完成由世界石油市场的跟路人向导演者的转变。实施油气资源"走出去"战略,一定要坚持以人为本,全面、协调、可持续的发展观,要适应我国的人口形势、环境现状和经济发展状况,要积极参与世界石油资本市场的竞争,并力争能主导世界原油市场的价格体系和供求局面,最终建立立足于全球化的海外石油供应基地,为我国经济社会的全面、协调、可持续发展服务。
To put oil and gas resource 'going out' strategy into effect, two points should be considered to. Firstly, optimum seeking target area and carrying out on the basis of different areas and different stress. Secondly, optimum seeking stable partner which can be a long-term cooperative part, so that a safe transmission line will be set up. Our target is establishing several oil production and supply bases with certain scale within 15-20 years, and being a director with ability to play a role in the international market. With development views of person-centered, comprehensive, coordinative and sustainable, participate into competitive world oil capital market and work hard to play a leading role in pricing system and supply situations in world oil market.
