国外农业合作社发展模式探析

总结美国、德国、日本、印度四国农业合作社的发展模式,归纳分成市场推动型和政府推动型两类。指出无论何种模式,政府在农业合作社产生和发展过程中都发挥了重要作用,进而对政府在两类发展模式中的作用进行对比分析。指出其差异点包括与政府的关系不同、组织功能不同、不同层次的农业合作社之间的关系不同和在政府的具体支持方式上不同四方面,得出政府扶持合作社发展是改善单个农户市场弱势地位的有效手段和正确处理好政府与合作组织、合作组织与农户的关系等主要结论。

This paper summarized development models of professional cooperation in agriculture in some foreign countries, dividing them into market - driven ones and govemmentdriven ones. Then it examined the functions of government in both models and discussed the differences between them including those in the rela- tionship with government, governmental organization functions, the relation among professional cooperation organizations and specific supporting forms. Finally it reached the conclusion that government - supported professional cooperation of agriculture is an effective model to improve the poor market status of individual farmer, that government should correctly deal with the relations with professional cooperation organizations which, in turn, should correctly handle their relations with farmers.
