十六届三中全会提出了全面、协调、可持续的科学发展观,其基础和前提是经济发展;本质和核心是以人为本;基本要求是全面、协调和可持续发展;其科学性体现是统筹兼顾;科学发展观是一种动态的发展观。

The all-round,coordinating,and sustained scientific developing view was set forth in the 3rd plenary session of the CCCPC 16th Congress,its basis and precondition is economic development,its essence and core is taking the human as foundation,its basic demand is the overall,coordinating,sustained development,its feature of science is the overall planning with all-round consideration.The scientific developing view is a kind of dynamic view of development.
