干部人事制度改革思路的探讨

Discuss on the Train of Thoughts about Reform of Cadre's Personnel System

党的十六大把深化干部人事制度改革作为政治体制改革的重要内容之一,提出要通过深化干部人事制度改革,努力形成广纳群贤,人尽其才,能上能下,充满活力的用人机制,把优秀人才集聚到党和国家的各项事业中来。笔者认为当前深化干部人事制度改革势在必行,就此提出一些建议一是要以观念创新为前提;二是要引进激励机制;三是要完善干部能上能下机制;四是要强化监督机制;五是要多管齐下。

Deepening the reform of cadre's personnel system is one of the important contents of politic system's reform in THE CPC's 16th National People's Congress,it aims to form a vigorous personnel mechanism that broadly attracts all kinds of talents,gives full scope to the talents,appoints the capable ones and dismisses the mediocrity,and gathers the excellent talented persons in the cause of our Party and Country.The author thought that it is inevitable to deepen cadre's personnel system reform,and set forth the following trains of thought:first of all concept's innovation is the precondition,secondly introducing the encouraging mechanism;thirdly improving the appointing and dismissing system,fourthly strengthen supervising mechanism,fifthly taking the countermeasures in many ways.
