摘要
任何一项公共政策的制定与出台,都必然包含政策主体依据特定的伦理标准来进行价值选择。由于行 政价值观在整个政府行为中居于核心地位,必然影响政府公共政策规划的基本目标和方向。我国的政策制定的价 值取向应该是:效率与公平,但这两者也有优先次后的关系,根据我国的国情与现状,我国的价值观应该是效率优 先、兼顾公平。本文还阐述了我国现行的公共政策对价值观的实现所具有的重要意义。
Formulation and issue of any public policy will include policy subject to choose value according to specific ethics standard . As the administrative values occupy the key status in the whole government' s behavior, it should have influence on the basic goal and direction of government's public policy plan. The values of our country should be that efficiency comes first, balance equity according to our country's conditions and current situation. The paper explains our country's current public policy is significant to the realization of the values.
