对广州佛山地区的“管治”与规划问题的思考

Reflections on the Governance and Planning Issues in the Guangzhou and Foshan Area

广州佛山(广佛)地区是珠江三角洲中部的都市化地区,在珠江三角洲的经济发展中占有举足轻重的地位。改革开放以来这个地区的空间结构发生了很大的变化,给空间规划和管理带来挑战。自上而下的、以变更行政区划为主的区域管理思路,常常习惯性地成为应对的策略。透过20世纪80年代以来广佛地区区域管理的调整和空间规划的实践,反思中国传统的区域管理方式,并指出建立"区域管治"机制才是长远的区域管理策略。

The Guangzhou_Foshan area is a metropolitan area located in the central Pearl River Delta (PRD) region. This area plays a key role in economic development in the PRD region. Since the open and reform policy in China, metamorphosis in spatial structure in this area has greatly challenged the spatial planning and regional management. Changing administrative division, which follows a top_down approach, has frequently become the solution. This paper introduces the major changes in spatial planning and administrative division in this area since 1980s, and rethinks the traditional way of regional management in China. The paper points out that it has long_term benefit to construct 'regional governance' mechanism to better plan regional development and enhance regional competitiveness, characterized by a balanced and mutually restrained network of principal regional stakeholders. Reasonable relationship between local governments at various levels is the key of the network.
