摘要
本文认为沙尘暴是发生于干旱半干旱地区沙漠化土地上的一种自然灾害,其形成机制是气候干旱;土地基质稳定性差;起沙大风多;地表植被覆盖度低和人类不合理生产生活活动。沙尘暴防治必须走综合防治路线,建立起5个配套的防治体系,即沙尘暴防治技术体系、沙产业发展体系、科技保障体系、法律法规体系和社会化融资体系,能实现有效防治目的。
Dust strorm can be considered as a natural disaster that occurred in the arid and semi-arid deserted land.It is caused by dry climate\,unstable soil\,frequent strong wind\,less vegetative cover and unreasonable human activities.In onder to prevent the dust strom occurrence,integrated measures should be applied.Five countermeasure systems were brought forward:system of dust storm prevention techniques; system of exploitation of sandy pland;science and technique support system; law system and market investment system.\ \
