跨国逃犯的缉捕和移交往往受到多种因素的制约,以前我国多通过协商寻求个案协助的途径来进行。近年来.随着国内外形势的深刻变化,这种协助方式日益暴露出办案周期长、效率低、成本高的缺陷。在此,理性地分析制约跨国逃犯追捕与移交的原因,探索相关对策,以尽快实现跨国逃犯追捕移交的法律化、制度化,建立与国际接轨的跨国逃犯追捕与移交合作机制。

The pursuit and transfer of the runaways has always been affected by various factors. In China, it used to be solved by means of negotiation to seek assistance for a Particular case. In recent years, with the changes of international and domestic situation, the deficiencies of a long cycle of trying a case, low efficiency and high cost began to be exposed increasingly clearly. This article analyzes the factors that influence the pursuit and transfer of transnational runaways, explores the related countermeasures in order to realize its legalisation and systematisation and establish a cooperation mechanism of the pursuit and transfer of the transnational runaways.
