科学发展观的确立为林业建设指明了方向,也为三北防护林工程建设提出了新的更高要求。用科学发展观指导三北防护林工程建设,要辩证地处理好保护与发展、质量与数量、规模与效益、政府和市场、生态与经济的关系,统筹兼顾物质利益原则和弘扬"三北精神"相结合、三大造林方式综合运用、四大重点区域协调发展、五大防护林种全面发展,把握住以人为本、加快发展、防沙治沙、结构调整、机制创新、科技创新等六个关键环节。

Establishment of science development Concept shows clearly the direction of forestry construction in China, which has set an even higher demand on the construction of the 'Three-North' Shelterbelt Development Program. Taking science development concept to guide the construction of the 'Three-North' Program, we should keep balance dialectically between such aspects as protection and development, quality and quantity, scale and benefit, government and market, ecology and economy, and make overall plans while taking all factors like integration of material benefit principle with promoting 'Three-North Spirit', integration of comprehensive application of three afforestation models with coordinating development of four key regions and five forest types into consideration with a focus on the following six crucial links: with human-centered, speeding-up development, combating desertification, adjusting structure, renovating mechanism, innovating science and technology.
