摘要
党的十六届三中全会提出了统筹城乡发展、统筹区域发展、统筹经济社会发展、统筹人与自然和谐发展、统筹国内发展和对外开放的“五个统筹”新的科学发展观。林业建设关系到国家发展、民族兴衰,与整个国家的发展紧密相联,涉及国家经济安全,在“五个统筹”中占有极其重要的地位和作用。
On the Third Plenary Session of the 16th Central Committee of the Chinese Communist Party, a newscientific development view containing five overalls has been put forward, i.e. the overall development of town andcountry, the overall regional development, the overall development of economy and society, the overall harmoniousdevelopment of man and nature and the overall development of domestic growth and the open policy.The construction of forestry is closely connected with the national development as well as the rise andfall of the whole nation, concerning its economic security. It is also of great importance in the five overalls.
