行政规范性文件在我国由于长期不被重视、监督不力,致使现实中暴露出许多问题,并引发了许多行政纠纷。通过明确行政规范性文件制定权限范围,强化其制定程序的管理,完善备案审查制度,加强行政复议的审查及逐步建立司法审查制度等措施,不断完善行政规范性文件的制定。
