摘要
The year 2001, the beginning of the 21<sup>st</sup> century,is the first year for China to begin its 10<sup>th</sup> Five-YearPlan （2001-05） and to aim towards realizing the thirdstrategic objective in the process of modemization.At the same time, the Knowledge Innovation Program（KIP）, operated at the Chinese Academy of Sciences（CAS）, enters its second stage of all-roundimplementation. The tasks to be fulfilled in 2001 areof critical significance for the success of the programand the academy’s development.
