摘要
本文从供给和需求两方面影响教育投入水平的相关因素出发,设计了可以衡量各地区客观能够承担的教育投入水平的模型,并以各地区实际的教育投入与客观能够承担的教育投入之比来衡量各地区教育投入努力程度。显然,一些地区的农村小学教育投入不足的原因是地方政府的投入程度不够,而非财力不足。在中国现行财政分权体制下,应充分考虑各地区的财力水平,减少地方政府对上级政府的依赖,以促进地方教育努力程度提高。
According to the factors which influence the input level of education from supply and demand, the paper de- signed a model to measure the input level of education that government can undertake objectively. Compared the actual level and the objective level of education inputted, we can measure the input level of effort to education of government. It proved that the input effort to rural primary education of government are insufficient in some district in Hebei, which lead to the in- put of rural primary education is insufficient. During the current financial-administration separation system in China, concern- ing the financial level of each district, it's necessary to promote the efforts level to local education while reduce local govern- ment dependency to superior government.
