Public Security Work Changes Based on Comprehensive Management and Community Policing

在现代化进程中,公安工作面临着空前的发展机遇。历史催化着公安工作的变革。从综合治理到社区警务,在时代的变迁中,公安工作的执法范围逐渐扩大,职能日益多元化。从管理型到服务型;从传统的政府统治到合作伙伴关系;治安主体由一元到多元;治安管理手段由领导为主导到强调合作;从按专业部署力量到按地理范围,即围绕社区部署力量。在警务机制上更加注重警务公开。

In the modernization process, public security work faces many development opportunities. The range of public securiyt work has been enlarged from comprehensive management to community policing, and the funcitons have been deiversified： from management model to servicing model, from traditional government mangagement to cooperation partners, management subjects change from one to multiple, the management measures change from leading by leaders to cooperation, deploying forces change from by specialty to by geographical scope. The policing opening system should be regarded as one important work in policing mechanism.
