Basic Contradictions Effecting and Restricting Basic Public Security Construction

当前影响和制约公安基层建设的矛盾主要有:公安工作任务日趋繁重与警力不足的矛盾,公安工作成本不断上升与保障不力的矛盾,公安工作要求日益提高与环境不优的矛盾。这些矛盾的存在,给基层公安工作带来了一系列的负面影响。化解上述矛盾应从宏观着眼,微观着手,采取政策的、法律的、行政的、道义的综合手段。

In current, the contradictions effecting and restricting basic public security construction are： the contradiction between public security work becoming more and more heavy and insufficient police strength, the contradiction between the request of public security work becoming more and more high and the poor environment, the contradiction between costs of public security keeping increasing and the insufficient guarantee. These contradictions bring serious of negative effects to basic public security work. The contradictions should be solved from macroscopic view and in microscopic way. They should be solved by comprehensive measures including policy measures, legal measures, administrative measures and moral measures.
