试论公安素质教育的突破口——公安特长教育

On Breakthrough Point in Public Security Education——Training of Public Security Specialty

公安教育在新世纪之初,以不甘落后的态势步入素质教育的快车道,然而,由于公安素质教育是一项长期的、艰巨的系统工程,要尽快改变公安教育滞后于公安工作发展的局面,必须尽快探求公安素质教育的突破口。本文认为,公安特长教育既是公安素质教育的载体,又可作为公安素质教育的突破口。通过公安特长教育可使每一位公安民警都有“一招绝”,那么整个公安队伍则有“千招绝,万招绝”;公安队伍的素质将大大提高。

At the beginning of the new century, public security education has stepped into the fast lane of quality- oriented education, unwilling to lag behind. However, as quality- oriented education in public security is a long- term arduous systematic project, we must seek its breakthrough point as soon as possible so as to change the situation that education has lagged behind the development of public security work, This paper holds that training of public security specialty is not only the carrier but also the breakthrough point of quality -oriented education in public security. Specialty training can enable each public security officer to have one special skill. Then the whole police ranks will have thousands even tens of thousands of special skills. Thus the quality, of public security ranks will be enhanced greatly.
