本文对“坦白从宽，抗拒从严”刑事政策的历史和现实作用进行了考证，并对其存在的问题作了分析；认为应进一步完善和运用这一政策，充分发挥其对犯罪嫌疑人、刑事被告人的震慑和感化作用。

This article expounds the history and actual functions of the criminal policy of 'Leniency to Confessors, Severity to Resisters' ,and analyses some of the policy' s problems in existence. The author thinks we should further improve and apply the policy and give full play to its deterrent force against the criminal suspects and defendants.
