摘要
长期以来 ,国企改革虽然取得了不少成绩 ,但是一直没有取得整体的突破 ,其中一个重要的原因就是在指导思想上囿于力图搞好每一个国有企业的思想束缚。国企改革思路必须有重大转变 ,按照“有进有退 ,有所为有所不为”的原则 ,对国有经济布局进行战略性调整 ,对国有企业实施战略性改组 ,通过多种形式 。
For a long time, the state owned businesses have achieved much progress, but they haven′t got a breakthrough as a whole. One of the important reasons for this is that their minds are still restrained by that they want to manage every state owned business well. The idea to reform the state owned businesses must be changed. According to the principle of “advancing and withdrawing , doing something and not doing something at the right time”, we should adjust the state owned economic structure with strategy, reorganize the state owned businesses and increase the state economy as a whole by various meanings.
