First, the paper reviews the general theory of the system originality innovation. And on the bases of the investigations of the present system hindrances in the process of development of our national business groups, the paper points out it may induce the intense system requirement of thew business group, which is, to a large extent, achieved by government, and then demonstrates government . It is the main supplier of the system.
