水精神是水文化中的一个重要概念 ,它是指水给人的一种启示、体验和感悟 ,或是说 ,人赋予水的一种灵气 ,一种人格化的巨大精神力量。这种精神力量 ,实质是一个国家、一个民族、一个区域人民群众的民族精神在水务活动中的体现。从水的人格力量、抗洪精神、水利精神、团体精神等方面论述水精神的巨大力量。

Water spirits are the important concepts of the water culture. It refers to the enlightment experience and realization furnished to man by water, in other word, man provides water with a kind of divineness, a personified enormous spiritual power. This spiritual power represents the rational spirits of a nation or a region.
