摘要
阐述了交通部第 13号令贯彻实施的重要意义 ,指出了贯彻中产生的社会敏感、热点问题 ,即强制二维产生的社会负面影响 ,分析了产生的原因及危害 ,最后提出了自己的观点 ,修改的内容 ,并对当前我国 15 0 0多万辆在用汽车面临的交通安全、环境污染等社会问题 ,呼吁高层领导部门给以关注。
