In order to control project cost effectively, a contractor should reasonably setup its management system, optimize material quantity and price, control machinery consumption, enforce quality control, improve technology, make combination between temperate and permanent structures, and keep integrity of information and records. The employer should reduce the amount of design change to avoid claim and argument. Project economic responsibility and supervision economic responsibility system should be established. So the final accounts could be solid foundamental.
