重庆市国家行政机关及国家公务员违反市政府规范政务管理改善投资环境决定行为的行政处分暂行规定

Provisional Regulations Governing Penalty for the Administrative Bodies or Public Servants Violating Chongqing People's Government's Decision to Normalize Adminstration on Improvement of Investment Environment.

第一条为严肃行政机关工作纪律,切实改进政府工作作风,提高行政管理水平,改善投资环境,促进经济快速增长和社会全面发展,根据《中华人民共和国行政监察法》、《国家公务员暂行条例》、《重庆市人民政府关于进一步规范政务管理改善投资环境的决定》(重庆市人民政府令第39号,以下简称《决定》)及有关法律、法规,结合本市实际,制定本规定。

Those who estalish licenee,examination and approval,and registration proceedings without authorization,those who continue using invalidated regulations and rules,those unable to take the short- term pre-post training,those who refuse to grant li- censes to qualified applicants,those who delay or evade adjudications on disputes over property owner- ship,dismantling and resettlement,labor issues so as to hinder construction,those who profit from proceed- ings of license,examination and approval and regis- tration,and from adjudication,those who collect fees against the regulations,those who scramble for,evade or undertake high-handed proceedings,those who ask for sponsorship,donations,subscription,purchase,ad- vertising,appraisals and so on,those who seek com- pensation for their own expenses at enterprises,and those who profit from projects exempt from charges or with diminished or deferred charges will be given penalties including warning,recording a demerit or demotion the offenders will be prosecuted for their criminal liability if necessary.
