摘要
拖欠工程款是一个现实、普遍、长期困扰施工企业而又始终得不到彻底解决的问题。本文分析了拖欠工程款的原因,提出了建立政府托管的工程结算中心,监管并直接支付工程款的设想。
It is a practical and common existent problem that arrears in contribution have disturbance to the construction enterprises for a long time. This paper makes an analysis to the reason of the problem and then draws
out proposal to solve it. The proposal is to set up a
balance center in charge of direct disbursement, to take control for government and take payment into custody.
