周恩来的教育改革思想主要有以下内容：第一，教育改革的内容主要包括对旧教育思想、旧教育制度、旧教育教学内容和教学方法的改革；对高等学校教育结构的改革；对办学体制的改革；倡导教育与生产劳动相结合、中小学教育与职业技术教育相结合的改革。第二，教育改革应遵循的方针原则是：要稳步前进；要有重点的进行，不能齐头并进；对我国的旧教育要在批判中继承；
