90年代是我国高等教育发展的最好时期 ,到 2 0 10年我国高等教育要进入大众化阶段 ,这对高等学校是极好的发展机遇 ,也是一项严峻的挑战。全面实施素质教育 ,提高教学质量 ,建立质量管理体系 ,是一个不容忽视的课题。
