This paper points out: In P. E institute of teachers university, teaching work is of vital importance and impoving the quality of teaching is the eternal subjct. In order to foster the qualified person of the 21st certury we must strengthen the scientific teaching management, because it affects the existence and development of the institute. It is necessary to study the theory of teaching management thoroughly. It has great significance to realize the scientifiction of teaching management, raise management standard, enhance the quality of teaching, achieve the purpose of the educcition and accomplish the training task.
