摘要
一项工程从投资决策、设计、项目承发包到建设，最终峻工验收，每一阶段都存在着资金及其使用问题。而造价增加往往是这些不同阶段中对资金控制不善造成的。因此，避免造价增加也要从这些不同阶段的实践中首手进行资金控制，才能实现。
For a project, there are many periods from investment decision, design, istem undertaking and delivering, building, and to find check and acceptance. In each period there are questions of capital and its usage. The increase in cost of building is frequently caused by bad control on capital in those different periods. Therefore, the increase in cost of building can only be avoided by controlling capital in practice in those different periods.
