农业领域技术预测由科学技术部农村与社会发展司会同农业部科教司、水利部国际合作与科教司、林业局科技司、教育部科技司、内贸局、原化工部科技司、全国轻工总会科技部、全国供销总社科技部、中国科学院国土资源与环境科学技术局等10个部门，共同组织近900名专家历时两年完成。农业技术预测工作在《中国农业科学技术政策》及“2116工程”工作的基础上进行，分20个专业领域、8个农业区预测未来55年、10年和 30年三个时段的农业科技的优先领域、关键技术与方向。
