从历史角度阐述了中国农村小城镇发展中的“先天不足”与“后天失调”以及城市化滞后的问题，论证了有中国特色的城市化必须充分重视农村小城镇的发展，发展小城镇是加快中国城市化、缓解城市短缺的一个战略问题，同时对积极稳步加快中国农村小城镇的发展提出了一系列对策。

The 'innate defectiveness' and 'postnatal malnutrition' as well as the problem of the lag - behind urbanization are expounded from a historical view. It is also proved that the urbanization with Chinese characteristics demands an emphasis on the development of small rural towns,and that the development of small rural towns, a strategic question, will in turn quicken china's urbanization and alleviate the shortages of urbans. A series of suggestions are also advanced to acclerate the development of china's small rural towns in an active and stable way.
