Enviromental Construction of Quality Education:A key to Sustainable Development

从实施科教兴国提高全民素质意识、逐步营造全社会积极支持和参与素质教育的良好氛围和加强教育立法为素质教育提供法律保障三方面系统研究了素质教育的环境建设问题，讨论了与可持续发展的关系，说明了素质教育直接关系社会的全面进步，关系全民素质和我国综合国力的提高，论证了素质教育的环境建设既是整个国民素质教育中的一个重要环节，也是实现可持续发展的关键。

This article systematically studies enviromental construction of quality education from revitalizing the nation through science and technology and enhancing the nation's quaity consciusness, from a gradual creation of a good atmosphere for quality education with the whole people's active support and participation, and from strengthening educational legislation to provide quality education with legal protection. It also discusses the relationship between quality education and sustainable development and proves that quality education has a direct relation to comprehensive progress of the society and to the enhancement of the whole nation's quality and China's synthetic national power and that enviromental construction is both an important chain in quality education and a key to realize sustainable development.
