国有企业亏损问题是我国经济体制转轨过程中所面临的一个重大问题。文章从亏损额、亏损面、亏损率三方面系统描述了国有企业的亏损状况；并从管理体制及历史积累、结构的不合理和国有企业内部自身因素三方面深入分析了国有企业亏损的原因；提出了以企业改制和资产重组为突破口，以技术创新为保障，加强管理，努力实现管理的现代化等扭转国有企业亏损局面的对策。

Deficit in state-owned enterprises has been a grave issue faced by China's economy in the course of its reorganization.This paper gives a systematic description of the status of the deficit-ridden states-owned enterprises by listing their deficit amount and deficit scope and deficit ratio, and then attributes the causes of these to the inherent factors of these enterprises such as their administrative systems and total losses over the years and irrational structures, and finally advises countermeasures to be taken against enterprise losses, including the implementation of modernized of modernized administration, the introduction of technical innovation as a guarantee, with enterprise system reform and capital fund reshufflement as the breakthrough points.
