从矢势出发来讨论局限于柱形区域的磁场依时而变激发的涡旋电场．说明在变化磁场始终为零之处，矢势却不为零，从而激发涡旋电场，阐明了这类问题的物理本质．

Vorten electric field is disrussed in the view of vector potential.It is excited by magnetir field that varys with time,and the magnetic field is confined within the domain of cylinder.Rosults show that where the vonious magnetic field eguals zero constently,yet the vector potential is not zero.Hence the vorten electric field is excited.The physiral essence of this sort of problems are clarified in this paper.
