目前，以浓度控制为主的污染控制对策逐步暴露出其局限性，全面推行污染物总量控制显得十分迫切。作者简要论述了在我国实行污染物总量控制的重要意义，提出实行总量控制的宏观战略，并评述了一个区域污染物总量控制的典型实例：兰州西固地区大气污染总量控制方案。
